The Union Health Ministry has directed States and Union Territories to ensure that stem-cell therapy for ASD is offered only within duly approved clinical trials, following the Supreme Court's January 2026 judgment and the absence of sufficient evidence supporting it as a standard treatment.

What are stem cells?

  • Stem cells are cells capable of:
  • self-renewal, and
  • developing into specialised cell types.
  • This makes them potentially useful in regenerative medicine and treatment of certain diseases.

What is stem-cell therapy?

  • It involves using stem cells or stem-cell-derived products to replace, repair or modify damaged cells or tissues.
  • However, potential does not mean proven clinical effectiveness. A therapy must pass pre-clinical studies and controlled clinical trials before being accepted as standard treatment.
  • The National Guidelines for Stem Cell Research, 2017 jointly issued by ICMR and Department of Biotechnology (DBT) is the regulatory framework for stem-cell research in India.

Why is stem-cell therapy different from a routine treatment?

  • Stem-cell interventions involve living cells, rather than conventional chemical drugs.

What problems does unproven stem-cell therapy create? 

  • Evidence gap: Commercial treatment can get ahead of scientific evidence.
  • Weak distinction between research and treatment: An experimental intervention can be marketed to patients as an established therapy.
  • Vulnerability of patients: Families seeking treatment for developmental conditions can be particularly vulnerable to claims of a "cure".
  • Regulatory fragmentation: Stem-cell research involves medical, drug, biotechnology and ethical regulators.

India's regenerative-medicine future depends on enabling innovation through rigorous trials while preventing unproven therapies from becoming commercial healthcare.
