State Energy Efficiency Index (SEEI) 2023


Why is it in the news?

  • SEEI 2023, released on the 22nd foundation day of BEE, incorporates 65 indicators spread across seven demand sectors, namely Buildings, Industry, Municipal Services, Transport, Agriculture, Distribution Company (DISCOM), and Cross-Sector Initiatives.
  • States and UTs are classified into categories such as Front Runner, Achiever, Contender, and Aspirant based on their overall scores, reflecting their performance in energy efficiency implementation.

  • The Bureau of Energy Efficiency (BEE), in partnership with the Alliance for an Energy Efficient Economy (AEEE), introduced the State Energy Efficiency Index (SEEI) 2023.
  • It evaluates the energy efficiency initiatives undertaken by 36 states and Union Territories (UTs) in India across various sectors.

Key Outcomes of SEEI-2023:

  • Karnataka emerged as the top performer in SEEI 2023, being the only state with an active “Energy Conservation and Energy Efficiency Policy,” followed by Andhra Pradesh.
  • Notably, 15 states showed improvement in their scores compared to SEEI 2021-22, with Maharashtra and Haryana exhibiting the most significant enhancements.

Key Recommendations of SEEI-2023:

  • Effective implementation of State Energy Efficiency Action Plans (SEEAPs) necessitates comprehensive investment analysis and robust monitoring mechanisms.
  • States should collaborate and share data transparently to synergize efforts towards energy transition.
  • Leveraging the State Energy Conservation Fund in a revolving investment mode can facilitate sustained energy efficiency initiatives.
  • Encouraging the adoption of energy efficiency measures through Energy Service Companies (ESCOs) within states.
  • Exploring opportunities in the carbon market for promoting the adoption of energy-efficient technologies.
Bureau of Energy Efficiency (BEE)

·       Established under the Energy Conservation Act, 2001, the BEE is a statutory body functioning since 2002.

·       It operates under the Ministry of Power with the primary objective of reducing the energy intensity of the Indian economy.

·       Among its regulatory functions, the BEE is responsible for developing and implementing minimum energy performance standards (MEPS) for various equipment, appliances, and commercial buildings.

·       Additionally, it certifies energy managers and energy auditors, contributing to the enhancement of energy efficiency practices across industries and sectors.
