·       NCSC is a constitutional body established to address the historical injustices and social inequalities faced by Scheduled Castes and Anglo-Indian communities.

·       The commission operates under the provisions laid out in Article 338 of the Indian Constitution.

Composition:

·       The commission comprises a Chairperson, a Vice-Chairperson, and three other members.

·       These positions are appointed by the President through a formal warrant under his hand and seal.

·       The conditions of service and tenure of office for members are determined by the President.

Powers and Functions:

·       NCSC is vested with significant powers to investigate matters and inquire into complaints related to the exploitation or discrimination against Scheduled Castes and Anglo-Indian communities.

·       During investigations or inquiries, the commission holds all the powers of a Civil Court, ensuring a thorough examination of relevant issues.

·       One of its crucial functions is to advise and be consulted by both Central and State Governments on major policy matters affecting the Scheduled Castes. This ensures that their perspectives and interests are taken into account in policymaking processes.

Reporting Mechanism:

·       The commission is required to submit reports to the President periodically, typically annually or as deemed necessary.

·       These reports encompass findings, recommendations, and insights derived from the commission’s activities and engagements.

·       Subsequently, the President presents these reports before Parliament, along with a memorandum detailing the actions taken on the recommendations proposed by the commission.
