Indian Railways and Safety Challenges

Why is it in the news?

  • The aftermath of the recent tragic accident involving the GFCJ container train and the Kanchanjunga Express has highlighted persisting safety challenges within the Indian Railways system.
  • While notable improvements have been achieved through targeted actions such as the closure of unmanned level crossings and increased focus on track maintenance, a comprehensive evaluation is imperative.

More about the news

  • The incident, which resulted in 11 fatalities and approximately 40 injuries, underscores the critical need for sustained safety enhancements.
  • While there has been progress in reducing fatalities and injuries, past achievements must not mask existing vulnerabilities.
  • The potential for achieving an impeccable safety record through modern systems and comprehensive safety measures is within reach and should be the primary objective for Indian Railways.
  • The ongoing statutory inquiry by the Commissioner of Railway Safety (CRS) will ascertain the causes and accountability for the accident. It is anticipated that the crew of the GFCJ container train, the station master, and other personnel might bear responsibility for deviating from prescribed safety protocols. This pattern of attributing blame to lower-level staff following accidents underscores the need for systemic reforms.
  • Apart from accountability, critical issues such as information management, communication protocols, and project implementation efficiency demand attention within Indian Railways.
  • The premature declarations and inaccuracies surrounding the recent incident underscore the necessity for transparent and accurate communication during crises. Furthermore, delays in implementing vital safety systems like Kavach raise concerns about the organization’s commitment to prioritizing safety.
  • The inconsistent progress in adopting safety technologies like Kavach and shortcomings in staffing crucial safety roles like loco crew and signal maintainers reflect systemic challenges that impede safety improvements.
  • The misalignment between projections and actual recruitment numbers for safety-critical positions highlights a concerning lack of focus on addressing longstanding vacancies.
About Kavach System:
  • Kavach is an advanced cab signaling and anti-collision train control system developed by the Research Design and Standards Organisation (RDSO) in collaboration with three Indian vendors.
  • It serves as India’s National Automatic Train Protection (ATP) System, designed to enhance railway safety.

Key Features:

  1. Adheres to Safety Integrity Level-4 (SIL-4) standards, ensuring robust safety measures.
  2. Alerts train operators of approaching ‘red signals’ and automatically applies brakes if necessary to prevent overshooting.
  3. Enables emergency SoS messaging capabilities.
  4. Includes centralized monitoring of train movements through the Network Monitor System.
  5. The Indian Railways Institute of Signal Engineering & Telecommunications (IRISET) in Secunderabad, Telangana hosts the ‘Centre of Excellence’ for Kavach.

Way Forward

  • Addressing ambiguities in safety protocols, expediting technology adoption, and enhancing staff recruitment efforts are vital steps toward fortifying Indian Railways’ safety standards and fostering a culture of accountability and transparency.
  • By addressing these fundamental issues, Indian Railways can pave the way for a safer and accident-free rail network.
